I specialize in providing Program and Project Management Consulting and Services. I am a Project Management Professional and have provided value on programs and projects for over 30 years. Starting as a fully qualified System Acquisition Program manager in the United States Air Force I have worked on programs and projects of all sizes from $100,000 TO $1 Billion. I have extensive scheduling and Earned Value Management experience (including DOD/DCAS initial and subsequent application reviews). I also have experience with IT disciplines including SDLC waterfall and Agile methodologies, change management, all project phases, delivery and rollouts.
I am a Certified Business Manager(CBM) and hold CT Life and Health Producer licenses as well as FINRA (NASD) series 26, 6 and 63 licenses.

Company History

Founded in 2006, Thomas Hurley Consulting LLC was preceded by Thomas Hurley Consulting (1993) doing System Analysis and Consulting on Cost and Schedule Control Systems and in collaboration with FTS Inc (in 1994) worked on the NASA High-Speed Civil Transport Critical Propulsion Components Program at Pratt and Whitney.

I have over twenty five years of project management, business and technology experience in government (DOD and NASA Programs), electronics, banking, IT environments (SDLC, Infrastructure, Waterfall, Agile) and energy demand response. Holding PMI Project Management Professional (PMP), APBM Certified Business Manager (CBM) and Scrum Master Certifications, I have experience with initial project analysis, project justification, business case creation, scope, requirements definition, vendor negotiations, change management activities, deployment, tradeoffs, Earned Value (EV) techniques, timelines, testing, test plans, financial management, configuration Management, work breakdown structures and cost/budget experience on all size projects and programs. I have a Master of Business Administration and a Master of Science in Economics with a multidisciplinary Bachelor of Science degree. I have software application and infrastructure project experience.
